David Cochran, MD  Principal
David Cochran, MD is Principal at Lightship Health, LLC, providing strategy consulting to the health care industry. His areas of expertise include HIT and consumer engagement strategies in addition to overall business strategy development. His focus is on helping clients leverage their technology investments to be successful in the evolving value-based reimbursement world. Clients have included Harris Interactive, health plans, a large technology company, a PBM, and earlier stage HIT companies.

Dr. Cochran was President and CEO of Vermont Information Technology Leaders, Inc (VITL) from 2009 until 2012. VITL is a 501(c).3 corporation which is the designated state-side Health Information Exchange for the state of Vermont. VITL is also the Regional Extension Center for Vermont responsible for supporting the deployment of electronic health records to eligible primary care providers across the state. VITL also provides the information exchange infrastructure for Vermont's statewide Patient-Centered Medical Home initiative -- the Blueprint for Health. During his tenure, VITL was recognized as one of the leading entities in supporting independent practices make the transition to the effective use of HIT and in helping ensure that the technology was useful both for direct care and population management.

Until 2008, Dr. Cochran was Senior Vice President for Strategic Development at Harvard Pilgrim Health Care, #1 Health Plan in the country for the past four years. Dr. Cochran was responsible for the development and oversight of Harvard Pilgrim’s Strategic and Business Planning activities as well as the oversight of its e-health and e-business initiatives.

Previously, Dr. Cochran was a medical director at Harvard Pilgrim responsible for the implementation of information technology to support providers and consumers. His initiatives included the implementation of a comprehensive electronic medical record for physicians practicing in what is now Harvard Vanguard Medical Associates. This work was the recipient of the prestigious HIMSS Nicholas Davies award in 2000. In addition, Dr. Cochran was Vice President for Development and Chief Medical Officer for Lexant Corporation, a company that developed consumer health services delivered over the Internet.

Dr. Cochran is a graduate of Harvard College and Harvard Medical School.  He received his postgraduate training in Internal Medicine at the University of California, San Francisco.
